Job Description

Technical Project Manager

Responsibilities:

Provide effective project management over the duration of the project including managing the budget, staffing, schedule, and customer status meetings/report

Work with team leads to oversee the planning and execution of tasks across the integration team

Create and maintain a consolidated Project Management Plan (PMP) that details:

How the work order will be performed, monitored, and controlled

What product integration tasks will be necessary to support the fielded systems

How Earned Value Management (EVM) will be used

How scope, schedule, and costs will be managed

Develop collaborative working relationships with government and contractor teams as well as various internal and external stakeholder groups (including individuals at the executive level)

Coordinate, facilitate, and provide support to stakeholder meetings

Support quality processes by reviewing team work products and ensuring team members follow standard quality processes

Coordinate with stakeholders to resolve conflicts and work through complex project issues that may involve developing IT strategy, defining requirements, selecting IT solutions, planning for software releases, and coordinating emerging requirements

Work on a day-to-day basis with minimal supervision

Qualifications:

Required Experience:

Five (5) or more years of IT program/project management experience

Implementation experience leading projects using the software development lifecycle, helping move applications through development, testing, pre-production, and production environments

Experience managing sets of multiple integrated IT development projects and their integrated schedules

Experience leading a team of ten or more people including both direct employees and subcontractors

Experience managing projects involving the implementation of COTS and/or GOTS products and the integration of these products with custom built systems and applications

Knowledge of Agile methodologies and experience using Agile to implement projects within a federal government environment

Experience managing master schedules for Agile IT projects

Ability to plan and facilitate meetings with multiple teams including contractors and government officials at varying levels

Ability to manage multiple tasks and prioritize workload based on the needs of the client

Ability to work with a client with minimal supervision

Strong analytical and problem solving skills

Excellent verbal and written communication skills


Preferred Experience:

Previous experience working with the Department of Commerce

Experience applying EVM and standards-based quality systems to complex IT projects

Education and Training:

Bachelor’s Degree in Computer Science, Engineering, information systems, or other related fields

PMP Certification or an Advanced Degree

ITIL Certification preferred
